The U.S. Small Business Administration is offering loans to small businesses, small agricultural cooperatives and most private non-profit organizations of all sizes located in Barbour, Chambers, Cherokee, Cleburne, DeKalb, Henry, Houston, Jackson, Lee, Randolph and Russell counties in Alabama as a result of excessive rainfall that began on Sept. 18, 2009.
